First you need to convert it to WAV.

Install and run Winamp. If you don't have it, get it here: http://www.winamp.com

Go to Options -> Preferences -> Plug-ins -> Output.
Select Nullsoft Disk Writer on the right.
Click Configure.
Check "Output to directory containing source files".
Now click OK and Close. You should be back in Winamp main Window now.
Play the file that you want to convert. After a few seconds a .wav file will appear in the same directory where the mp3 file is.

Now to convert it to a smaller MP3 get a program called CDex - http://sourceforge.net/projects/cdexos/

Install it and run it. Click Options -> Settings -> Encoder. Select LAME MP3 as the Encoder. Now is the trickiest part - select your bitrate. I don't know how long your song is, so i can't tell you what bitrate will give you 750KB. But try 56 Kbps, just for starters.

Now click the Filenames tab. In WAV->MP3 select the directory in which the WAV files is. Click OK.

Now simply drag your WAV file to the CDex Window and follow the instructions on screen. If the new MP3 file is too big or too small or it sounds too bad, try going back to Encoder configuration and selecting a different bitrate.

Good luck - don't hesitate to ask any more.

Open your converter and open your song in the program. Change the Bitrate and Frequency to a lower setting such as 64 and 8bit to get the file smaller.

The smaller the file, the worse the sound gets.

You can change the compression. I use Audacity. You can import the file into it, and change the bitrate to a lower amount. You will have to experiment to get the filesize you want. However, you can do this without changing the original file. You will also have to download the LAME encoder to save as MP3. You can download Audacity at http://audacity.sourceforge.net/download/
and the LAME encoder at http://www-users.york.ac.uk/~raa110/audacity/lame.html
