The story I've heard is that they were invented by a researcher at the 3M company. He was working on a new glue, and found one that didn't adhere so well - it came off too easily. He decided to play with it and see what he could make with it. He came up with postit notes, but the marketing department wouldn't try to sell them. They said there was no market for them. So he started making them in his own department, and handing them out to the secretaries in the company. They predictably asked for more, and more, and more. Once the demand within 3M became so great that he had one secretary doing nothing but handle the orders, he stopped making postit notes, and told the secretary to refer all orders to the marketing department. In a few days, marketing was there, asking what he had made. The rest is history.

The 3M company was looking for a new household glue and one of the mixes was so mild anything with it on could be peeled off. The scientist was disgusted but an office worker (name unknown because it was during office hours and the invention belonged to the Company) had the idea of putting it on scrap paper to stick around as reminders. This was seen by Management and suddenly, Post it Notes became a reality.

The original adhesive used in Post-it notes was invented in 1968 by Spencer Silver, a 3M researcher. While attempting to design a strong adhesive, he instead developed an adhesive that was very weak.

Syd Silver of the 3M company. The company allowed a certain amount of ' Moonshinning' to take place in it's research labs.i.e. turning a blind eye to staff experimenting to come up the possible product winners. The tackyness of one such product was poor but Silver found that it was very effect as a marker for his bible and hyme book, without damage to the thin paper. From this the product was internally market tested, and eventually a very successful product was lauched on the open market.

I actually heard that when 3M came up with post-its, they were actually working on some super adhesive, but it turned out to not stick to anything. They saved their tails and made the world a better place by finding a use for it.

3M.
Probably some nerdy scientist they have (or had) on staff. The trick with Post-it notes was the glue. Finding that not-too-sticky formula is what it was all about.
