You probably installed a "washerless" faucet. This is not the typical plug valve that most faucets use. Instead this is a set of openings on a cylinder that line up to open or close. If you did not install the shaft correctly, it means the internals don't line up correctly to allow it to close.

There should be some screws in the top that you can tighten to adjust the mechanism. If you tighten them to the right position, they should turn off properly. However, there is a lot of variation between faucets, so it's hard to tell without a picture.
Also don't tighten anything really hard; the adjustment should be easy.

a new set of faucets should work as is when installed. I'd take them back to the store where you bought them and ask for an exchange. They should at least give you a free Cartridge Repair Kit w/ springs and rubber seal so you can repair your brand new faucets.

You don't say you replaced it with a NEW faucet.
You can't trust plumbing fittings you find in the woods :-)
