Did you go to the city to find the specs. on building your garage? That's the first step - for two reasons - to get the right information and for them to see you are responsible.
Second, do what he says. He is correct (or at least, you have to please him to get what you want). To avoid arguing, next time he says something is wrong, ask him, w/ patience and like you really want to know, "What else could be wrong and how do I / can I fix it so you do not have to make so many trips to my job site". They usually know about things - at least what they need to see to let it pass inspection. Flattery will get you almost everywhere in life. That is a motto to stick with when dealing with bureaucrats - like inspectors.
Also, sometimes we all just have to suck it up and deal with it. Again, especially if he is a power tripper, do what he says so you can move on with your life - and you'll have less grief in the long run.

Demand that whetever he writes up as a violation, be shown to you in the code book. He isn't supposed to be inspecting how he would do things, he is inspecting according to the Code Book. I know because I am one of the home inspectors that have a good reputation for being fair. Then contact his boss with a report.

Step 1 is to get a better attitude. Step 2 is to keep your mouth shut and do whatever he says.
Even if you hate his guts he can make your life hell until the project is complete. If he says that you did something wrong he can force you to spend big money to re-do it or can force you to rip it down and start over.
If he says it is wrong then it is wrong (even if you know that it really is right). Having an attitude comes with his job. He is inspecting according to his interpretation of the codes and if you took him to court you would lose.

You have little recourse. You can complain to his boss, or the City Council if you want to. You need more than that the guy is a jerk. He has to be doing something wrong.
Best ask him to explain what he finds wrong and how you should fix it. Put up with his bull and make him go away.

Well you can whip out your check book and take it to court or you can whip out your check book and make the changes. Up to you. You might take it to court and lose and have to pay their atty fees and still have to move the wall anyway. Plus being you went past the deadline you will be fined and have to pay it too.
Not much you can to but do it and get it over with.
