Virtual PC was a program for Apple Macs to allow users to run Windows within their OS. There are also various programs (like VMWare) that will allow you to set up a virtual machine within Windows (or Linux) and to run different operating systems on them. For instance, I have Linux running within XP. The virtual machines are each allocated a specific amount of your hard disk space, can be allocated a set amount of RAM, and can be given their own IP addresses for the purposes of setting up virtual networks.

It is software from Microsoft (Virtual PC) or VMWare (VMWare Workstation). You can download either for free from the respective company. Once installed, you start a virtual session and then you have to install the operating system just as if you were on a physical device. For more details visit www.vmware.com or www.microsoft.com\virtualpc.
