People make mistakes. I'm just glad that you have grown so much that you can now reflect on your actions. But try not to feel that you screwed up--we all screw up. And what you did isn't a tragedy, nor is it a horrible crime. It was perhaps a mistake. You aren't the only one to make mistakes. And about you having 'moved on', did you really? Because if you had, you wouldn't be thinking about all these 'what ifs'. It is a clear indication that you are unhappy.
Unfortunately, thinking about her and your past will not make you happier. It will actually continue to keep you in this regressive state. No more regrets! So I hope you can finally put it all behind you--I'm pretty sure that she has, too. Don't feel guilty. Feel hopeful and optimistic about the FUTURE. You are a different person now, remember? Please don't beat yourself up!

I think because she lives only 3 miles away, she is representing in your mind something that you know you do not have, and because you were so mean to her long ago, you're are letting your mind be consumed in regret and guilt... you say time healed you and you've moved on, but over time you now realize that there is more to life and you're wanting to pursue those things.... the best thing for you to do is to find you a nice woman that you can care about and try to begin a new life.

I have the same feeling for someone I loved 14 years ago. It will never go away. I have married and have a family now, but that doesn't mean I still can't think about him and what our life might be like. I will always love him.
More than likely she has thought about you too, cause that is what us girls do. Just try and move on. Find someone to be happy with.

You know what, it happens to the best of us. We always act foolish and do things that we regret later when ever we see or are around someone we like, maybe it's for attention, who knows, the fact is, we end up doing something stupid. My advice my friend, get yourself straightened up, meaning go get yourself a better education, with it a better job. Show this woman that you are a responsible and mature person and woo her from whatever mojo she is with. It can happen if you really love this woman. Keep in mind that when ever you start changing your ways and looks, people take notice immediately, specially women and they will wonder what it would be like to be with you..Nobody really ever screws up, we all make mistakes and we fix them, then we move on...good luck
