I have to agree with the Japan answer. While I admire Japanese culture and like a lot of things about it, I think they are a very racist nation as a whole, and I've heard a lot of stories from several different friends who have visited there.

If USA is so racist, why do we have so many people of different races living together here? What other country can you really go to that has so many different people in one place? The Middle East... not really. Eastern Europe... not really. Africa... not really. South America... not really. Everyone is racist. We (Americans) just get the crap end of the stick because we are in power... If you want to see racism, go to Italy, or Croatia, or Colombia, or Iraq, or South Africa... Then you can have an opinion as to who is the most racist nation...

It's impossible to know. I heard bad things about people studying abroad in Poland.
I was always told that Mexicans are the most racist by someone who has traveled throughout Central and South America. Costa Ricas history of how they treated blacks was bad too.
Read the following link about the postage stamp Mexico Issued.

Honestly (and keep in mind I am American), I would guess Japan. It has always been a highly insular nation with a nationalistic bent. The concept of the 'gai-jin' (no, it doesn't mean 'white person', it literally means anyone who is not Japanese) pretty much says it all.

I'm sorry, but, America is. Most people are crude and nasty, and they wouldn't even care if they're racist.

Mexico, people here are very freindly to either: white, good looking, and well to do people. If you look central american or have native facial features you're very likely to suffer discrimination. By the way, I am mexican.

It depends on how you define racism, but by and large you will find the greatest racism in India and the middle east countries.
