if you put someone on ignore, how come they can still send me IMs???

there is this guy i dont even know who he is and i put him on ignore cause he was sending me ims and annoying me, that was like a week ago, and everytime i sign on to yahoo messenger he still ims me how does he do it and how do i stop it. ??/

how come people say "how come" when they mean "why"? it makes no sense at all and isn't even an abbreviation!?
