Isn't it against the law in most places to harass someone, whether they have disabilities or not?

As far as targeting someone with disabilities, targeting itself doesn't mean anything. It all depends on what gets done to them. I can target only people with disabilities to say hello to, and refuse to say hello to anyone else. That's not criminal nor actionable in court.

If you are talking about discrimination against people based on their disabilities, then again it depends on the context, what is being done to them, and what local or federal laws apply.

It is against the law to DISCRIMINATE against someone with a known disability. Try looking up the Americans With Disabilities Act - it outlines regulations and protections from discrimination for folks with disabilities.

It is really going to depend on the situation.
It should be but then a lot of things should be that are not illegal.
