This circuit is fed into switch #1, then to lights overhead, then to switch #2. The problem is, I am getting continuity with ground (box) from two wires at switch #2. I have temporarily pigtailed two wires to complete the circuit and allow it to operate from switch #1 only. The switches themselves are new. Thank you.

Check the source below.
I was going to write it out in words, but the picture is self-explanatory.
The 2nd diagram is the one you want.

You have it wired wrong. The light(s) can't be in circuit between the switches.

Apply power (black wire) to the common point of one switch, then take two conductors from the first switch directly to the same connections on the second switch. Then, take a wire from the common connection of the second switch to the light circuit. The other end of the lights goes to the neutral power connection. The common connector is not the green colored ground connection. Wish I could provide a schematic here but I can't. Since the neutral conductor is basically the same as the house Ground point you could easily read continuity through the light bulbs to ground almost anywhere in this circuit. Be careful !

Look up wiring diagram in a book or on switch package. Identify hot, switched hot, neutral and two travelers. Rewire the circuit.
