It depends on your definition of a superhero's public apeal. If he is supposed to have the appearance of an everyman (or wants to protect his identity) then yes. On the other hand, if he wants to appear tough and appealing to damsels in distress, then the beard might hint at a mortal resemblance that diminishes his superhuman qualities.

I think there was a superhero who had a beard. He was like a blonde Robin Hood-type guy dressed all in green with pointy-toed shoes.

Not if they have a secret identity. I'll never figure out why DC gave Superman long hair in the mid-nineties--wouldn't the characters who knew both Superman and Clark Kent wonder why they both suddenly turned up with long hair at the same time. (Okay, I know, there was the whole coming back from the dead thing, but then Clark cut his hair three years later, and voila! Superman showed up with short hair at the same time!)
