The proper spelling of lugey is loogey. The origin of this word is not really confirmed, but has been guessed to come from the phrase "hock a loogey", from certain T.V. situation comedies. Loogey is aslo akin to the term "flob race", which means a race for expelling a long string of spit and suck it back up before it reaches to ground.
