Yeah I've read it. Are you another one trying to say that this document states that America NEEDS an enemy to regain funding for defenses? I've heard this too many times. I'm sure if you believe that, you can find it in the text, but that's the problem with making the evidence fit the opinion. Here is an excerpt from your precious evidence:
"At present the United States faces no global rival. America’s grand strategy should aim to preserve and extend this advantageous position as far into the future as possible"
Why would your so-called "conspirators" realize they need to keep this advantage of not having enemies, and then create one?
