the highest route number I know of is 966, used by Travel West Midlands.
The highest fleet number will be a member of the Stagecoach preserved fleet or a First group ancillary vehicle both of which will be numbered in the 90 000 series.

To the best of my knowledge the highest bus number here in Northern Ireland is the number 600 which is the shuttle bus to the George Best City of Belfast Airport or to the International Airport, I know it serves one of them.

Depends. Fleet number could be anything. Route numbers usually go up to 999 as there are only 3 spaces for numbers on display. It would be rare if there is any higher.
Details of WBT buses can be found at:
http://www.warringtonboroughtransport.co.uk/new/fleet.htm
Doesn't say much about display numbers but it has all the fleet numbers.

Around here I have never seen more than a two digit number, so somewhere there is probably a "Number 99 bus." Maybe we are hicks here and there is a place with three or four digit ones.
