Vito is not gay, it's a gimmick. Vince told him to wear the dress in public to keep in character.

Don't really care - he's hilarious! I think it's silly, but then a lot of stuff McMahon comes up with is even sillier.
A few months ago, there was a quarter-baked plan told on the net that McMahon wanted to have Orlando Jordan dress up as half-woman/half-man and have a partner of each gender come out with him. I'm really glad they trashed that idea. :) I like some of the gimmicks okay, but some of them are too outrageous. LOL!
