Nope, it is not legal. In Amsterdam they might laugh at you and leave you, but it is not legal. On the beaches there are places for nudists, and topless is not a problem on any beach. But if you want to run around butt-naked through the streets, you will probably be arrested.

In most cases, within the city limits, clothing is required.

Yes it is. You can walk naked in the street. Make sure you visit a store sometimes 'cause otherwise you would freeze.

Only in designated parks and beaches. It's not hard to miss. There will be signs (and nude folks already there).
