Does it help with hair? Yes. Will it permanently eliminate hair? No.
Only electrolysis will permanently eliminate hair. Laser techniques can greatly reduce the amount of hair you have, maybe even to the point where you are satisfied that you are hair free, but it is not 100%. Listen to the ads closely or read the fine print. They cannot legally claim 100% hair elimination since they cannot provide that.

Laser hair removal does work, but whether the hair removal is permanent is up for debate, but its pretty much agreed that the hair removal is long term. Given that, it IS documented that laser hair removal is effective, its just not clearly documented how long-term the benefits are. Keep in mind that much of the laser technology now available for laser hair removal haven't been in use long enough to determine the long-term benefits and/or side effects of use.
As for your question about full body, my dermatologist says that any area on the body can be treated with the laser EXCEPT around the eyes.
If you choose to go ahead with the laser hair removal treatment, I would caution you to be careful in selecting the facility you'll use. Places that have the most experience and/or use the most experienced personnel typically have better results. Plus you'll have to go back multiple times. On average, 3 to 6 treatments are necessary to remove the unwanted hair. Check into qualifications, cleanliness, licensing requirements (differs by state), etc. Even though it is cosmetic, it still is a medical procedure. I decided to have mine done at my dermatologist's office. Its a bit more expensive, but I felt that the peace of mind was worth it.

I've gotten laser hair removal on my bikini line, and yeah, it's been pretty successful. They told me that it works best on dark, coarse hair, just because there isn't enough pigment in blonde or grey hair the absorb the heat from the laser. So it could work on the full body. But as was stated above, they won't generally work around the eyes, although they may to your eyebrows. They also will steer clear of any moles or other dark beauty marks. But in general, yeah, any part of the body can be treated.
They say it's permanent, but your hair does grow in cycles, so what gets treated one time is a different follicle from the next time, so it'll take several treatments for about 95% of the hair to be removed. (For me, it was a year) I may have to go back once more, just to get some spot treatments on stubborn hairs, but I've been really pleased with my results so far.
Expect to dish out the big bucks for it though. To get my bikini line done cost me ~$600CDN, and count on ~$1000CDN+ for a full leg treatment. Also, look around for a reputable company, just so you know it'll actually work.
So that's my opinion, yeah, it'll cost ya, but I think it's completely worth it.

Any reputable laser place will tell you that you need a course of treatments for it to work because hair has different growth cycles. You need to have it done several times to get good results.

Yes it does. I finished my treatments 6 months ago and I have yet to have a hair anywhere from the neck down. It's expensive, it cost over $5000, but it was worth it not to have to shave anymore!!
