Ronald Reagan. The fact is, Russia could afford to feed its people and keep up with the US. We basically outspent them. Reagan proposed the star wars project which was the nail in the coffin for the Soviets.

Gorbachev without a doubt.
Ronald Reagan did nothing that all of the previous United Statesian presidents hadn't done before him. Clearly those efforts never produced an end to the cold war.
Gorbachev on the other hand did what was best for the citizens of the Soviet Union and broke apart the Union to make the federation we know today. That was different from previous Soviet administrations, hence he deserves the credit.
As far as why some people credit Reagan 'the Soviet Union could not keep up with United Statesian level of expenses' now that we have proof in the form of documents from what really happened we KNOW that the Soviet Union was not in an arms race with the United States in the 80's, in fact the level of military spending had decreased. The arms race of the 80's was similar to the space race to the moon the US was running alone.
One last comment, for those that state the Communism could not have worked.... ahh yeah tell that to China who has one of the fastest growing economies in the world. Ohh and by the way... they are very much a Communist nation.

Gorbachev never intended or planned for the fall of the Soviet Union. Giving Gorby credit for the fall of the Soviet Union is like giving a guy who fumbles to lose the Supperbowl the winning teams MVP trophy. Keep in mind the cold war was over when Russia fell, they did not negotiate an end to it. Libs give him credit for Glostnos but it was not the open free press of the west. While Reagan was steaming forward with "Star Wars" technology the Libs fought him at every turn saying it would never work, they were wrong. It succeeded in bankrupting the Russians. Reagan took a chance and it payed off. Although "Star Wars" Technology never did actually work under Reagan it is still alive and progressing. I know, I'm working on one really cool part of it.

Neither one. The credit should go to the people who made it happen. It just happens that the two were in the right place at the right time. The cold war was eroding even before the two came in. The people in the communist countries were growing restless, their economies were in shambles, etc. Gorbachev just accelerated the reforms and Reagan took the credit.

Karl Marx and Vladmir Lenin, for concocting a theory and instituting a system that could not possibly work. It was bound to fail eventually, of its own accord. If you don't accept that, you're implying that Communism COULD work. Gorbachev thinks that, at most, Reagan ended the Cold War a week earlier than it would have.

they both get equal credit for not using nuclear weapons, and not starting a war. Reagan bankrupted them, but Gorbachev definitely had the harder task...they both worked very well together
