I mean I had see some 3-D pictures ,cool ones ,but I don't find a art-making program...I am an anime drawer and I would love a download-for-free art program...THNXS...

It used to be a Linux only thing, but now there is a Windows version. When I had my old comp set up with Linux I used it alot and it did really great.
Another one that is really good is Dogwaffle.

There is a pro (pay) version and a free version. I haven't used it very much though.

I really don't know of any "good" ones for free. I do know of free trials with one of the best and least expensive programs from xara.

On the high priced end there is Maya which can and has been used to produce entire full length animated films.
