Im in the process of starting up a few new online businesses and I would like to email potential customers. I know its kinda like spamming, but I gotta start somewhere. Is there a way to send out mass emails without getting block by the ISP's or anything like that?

Kinda like? It IS spamming. Why on earth would you want to send out emails to people who do not want them? Do you know of ANYONE who reads their junk mail and then buys into whatever is being offered? I certainly don't. If you want to get started somewhere start knocking on doors and meeting with people personally. If you want more advice feel free to send me an email and I will be glad to share any information that will help propel your business forward but circumventing the spam filters will not get you business.

and it's more the jail sentences with heavy cash fines you wanna be worrying about rather than just being blocked by your isp.

collect e-mail addresses on your own from people that want your product, because speaking for most people, we don't need any more junk e-mail.
