The very idea of God (immanent and transcendent divinity in the creation) is the embodiment of Absolute Truth, Good, and Beauty. All the differences (including "sane" and "insane") are the characteristics of we imperfect sentient beings. From the transcendental divine standpoint there are no differences; all differences are dissolved. We make statements like "is God sane" etc because we tend to think God as a person, subject to the differences that we humans are subjected to. Outside the boundaries of the phenomenal into the realm of nuomena such questions are meaningless.

Practically, a psychiatrist interviewing God on the couch would rule "insane" - grandiose concepts of own's own personal powers, magical abilities, etc.
OTOH - man is said to be made in God's image, that would presumably refer to mind as well as body
On the gripping hand - one would expect an entity with the function as God to think so differently from humans as to not correlate with conventional thoughts or logic
So I vote 2 parts insane 1 part sane

I don't think God has a chance to be sane or insane because God isn't even close to the same level of "mind" capacity as us. I don't believe God has a mind like ours and therefore is not subject to the same mental faults as humans. Why would God have a mind like ours? Why do we even equate God to be a human like entity? God isn't insane, but he/she/it also isn't sane because God is something much more. Of course God isn't insane.

Duality in all things, me boy! For there to be a god that is all knowing, he must be default have experience in all areas. Thereby, he must not only be sane, he must be insane. He must be light, and he must be dark. If god knows everything, then the answer to your question is apparent: God is both.

There was a show that came out in the early 80's, called THE GODS, THEY MUST BE CRAZY ... I think a lot of people could learn to look at different concepts if they watched this movie, not to mention ... it was hilarious :)
