I remember them along with Dishonest John the villain (Nyah ah ah) and Captain Peachfuzz. I also remember "Your obedient serpent is a Bob Clampett cartooon."

Beany was the sea serpent and Cecil was the ........ oh I forgot what Cecil was! I think Cecil was the Sea Serpent and Beany was the Fish?
I forgot which was which but I remember the show.
