The chief reasons for this are:-

1) Not many Indian role-models (past cricketing greats) are pace-bowlers.

2) Pitches in India do not support pacers. Not many young kids who see the pacers getting clobbered in Indian pitches would want to take up fast bowling.

3) Even in the fast bowling academies, more emphasis is put on line & length, seam position etc. and not on genuine pace. Only in recent times, this necessity has been identified and the search is on.

4) Many of the successful pacers in Pakistan have been picked from the street. India has not identified many cricketers from the streets. Politics does play a huge role in this. To be a professional cricketer, political backing is a sure must unless you are exceptional.

5) Money is needed for buying kits, attending variour tournaments etc. Cricket as a profession in the Ranji Trophy level is not very lucrative and the street cricketers don't have enough money or sponsors to back them.

It is mainly due to the fact that no sincere efforts have been made by the authorities concerned to spot the talent from school level and groom the boys from the school level. Situation is somwhat improving now as many youngsters are coming up. To develop a genuine fast bowler you have to select the talented boys from the school level and train them continuously.

Politics / zonal selection criteria etc. !!
There some good young fast bowlers in MRF bowling camp too. These guys never get a chance since they dont have a godfather to support them or they come form some different are and miss out on the zonal criteria.

some reasons....primarily because i think most indian youngsters wanna bat...their heros by n large have been batsmen...and it matters a lot...while pakistan from the early days hav been producing gr8 pacemen..therefore thier following is more in pakistan.....the reason y indian battin is still one of the strongest is that thier past heroes have led them to bat rather than bowl....india in my view nly produced one world class fast bowler that was srinath..he was rally goood...kapil dev i am afraid was just mediocore.....another reason that comes 2 my mind is the built n structure of most of the indians....as most indians are vegetarians...n lack of important intakein form of met hamprs the energy level quite a bit...and finallly...welll..talent matters...and its nowhere the same...
