Heh. Mums don't bloom twice a year in Zone 4 - and you don't say where you live...your plant won't survive the winter in zone 4.
Sounds like your mum is done flowering for this year. If you live in zone 5 or warmer, put it in the ground now and water once a week for the next couple of weeks. You may want to mulch it after the ground freezes if you are in zone 5. If it lives, pinch it back next summer when the stems are about 6" tall and it will bloom in fall.

mums usually flower twice a year, spring and fall..the plant will stay green all year, so trim the plant down a bit, getting off all the old flower heads, this will make the plant work on new stems and your plant will be bigger and full of blooms next spring

It may be too late in the season for them to bloom again. Find out how much water that particular flower needs. If over- or under-watered they will stop blooming.

mum are usually spring and summer flowers, prune down to stems and plant in the ground and they will grow back next spring.
