First make sure you don't have any Viruses or Spyware lurking on your computer. I use Avast Free Anti-virus, Spybot Search & Destroy and LAVASOFT's AdAware SE Personal. All are FREE and can be downloaded from http://software.techrepublic.com.com/Windows/Security+and+Spyware+-+Windows/
Once you make double sure there are no viruses, spyware or any other malware on your computer then you can set your popup blocker to block the thing. I use my Win XP SP2 popup blocker that is with its firewall, Yahoo toolbar popup blocker and Google toolbar popup blocker.
Very seldom do I ever have problems with this computer.

Get a really good pop-up blocker free off the internet or look in
your task bar under How do I turn Pop-Up Blocker on and off?
Yahoo! Pop-Up Blocker is only available for Yahoo! Toolbar 5.6 or newer for Internet Explorer. Pop-Up Blocker is enabled by default, however you can turn Pop-Up Blocker on and off using the Pop-Up Blocker menu ().
To check the status of Pop-Up Blocker:
1. Click the Pop-Up Blocker toolbar icon.
2. Look at the "Enable Pop-Up Blocker" line.
3. If there's a checkmark next to it, Pop-Up Blocker is enabled. Otherwise it's disabled.
4. You can also tell by the toolbar icon. It's yellow if enabled, and gray if disabled.
To turn Pop-Up Blocker on or off:
1. Click the Pop-Up Blocker menu.
2. Select "Enable Pop-Up Blocker".
3. If the checkmark was present, Pop-Up Blocker is now off. If the checkmark was not present, Pop-Up blocker is now enabled.
Please see "Pop-Up Blocker is blocking something I want to appear" if that's why you're interested in turning off Pop-Up Blocker.
Note: Pop-Up Blocker is not available for Yahoo! Toolbar for Mozilla Firefox. Mozilla Firefox has a built-in pop-up blocker and does not require an additional one.

If it pop ups during your net browsing, get a pop up blocker or switch to Firefox browser.
If it just appears during anytime directly on your desktop thats a virus and youll need a anti virus program. A cheapo way is to borrow a friends Norton cd install it and do a system scan but never give it the key code (cuase its assigned to his computer) and when it expires uninstall it.

Install a popup blocker. You can download google or yahoo toolbar which come with pop up blockers.

You probably have spyware so I would scan it with Adaware or Spybot. I would also get a pop up blocker. I have used Stop The Pop Up which blocks every pop up thats thrown at it.

You have a virus that has to be taken out first than I suggest Getting a pop-up blocker and it will stop future problems as well as virus protection.
