There are many great programs, even more good programs, and a whole lot of crap.
First avoid the conservatories, acting is about more than can be taught in a conservatory. Yale, NYU, Carnagie Melon, Indiana, Texas, USC, UC Irvine, U of Washington, Northwestern, North Carolina School of the arts,these are some of the best degree track programs.
The three things to look at, what are alumni doing (this is least important of the three), what the faculty do outside of teaching, a theatre faculty that does not work professionally on a regular basis is useless, and most importantnly how well you work with the professor, that individual relationship is most critical. If the professor is well established and connected and you have a good relatiuonship they will be able to help with your start, introduce you around, get oyu in showcases and auditions, introduce to agents etc.

Western Kentucky University also has a great theatre dept. and Bowling Green and surrounding areas has a lot of local theatre. It is the best theatre dept in the south and since I live in TN it was very convient to attend. Check it out and talk to some of the professors, I'm pretty sure you can contact them from the website.

Actually, the best school for film is USC. It's very tough to get into and very expensive, but they have a long list of successful alumni.
