Definitely Tesco, Primark is also very good.
The tesco value shirts are about £3, I have a problem with gaping on shirts and surprisingly the shirts fit well.
M&S is always great for quality, just sometimes the sizes come up really odd, so try a couple of sizes first.

bhs, i get them there for my daughter and they fit her, but i get mens, 3 shirts for £12, short sleve ones, and they fit over her, I am a bargin shopper so i looked and that was the best deal i have seen so far
