Wasn't it somewhere in Africa where they had that war raging between those two gangs. One was named Tutu and I can't think of the other one.

i guess its those parties where people wear a tutu. you know those kind of tutus that ballerinas wear when dancing. you can get a wand too. look like a fairy! :)
