Download antivirus software using someone elses computer and then run it on yours...
AVG free might work...
You can find many free versions of anti-virus on the internet but after you get rid of the virus then you should install virus protection and spyware protection onto your computer to prevent this from happening again...
There are a LOT of good virus protection programs available...
Personally I like ZoneAlarm Security Suite (costs about $50 on sale and is downloadable) which has virus protection, spyware scanning, email scanning, and auto updates for a year... I have a link to it on my web page at http://www.tom-olsen.com/links.html and I think it is still on sale.

Unfortunately the only thing to do is to reformat the harddrive. You can try an antivirus. www.avast.com has a free antivirus that works better than Norton Systemworks, or Mcafee. Run this and it will try to isolate the virus and delete it. You will probably need to download it from somewhere else and then install it on your computer.

Before you think of reformatting your hard drive first install some anti-virus and anti-spyware software and see if it doesn't fix the problem. You should also try System Restore and if that doesn't work, try re-installing/repairing Windows.
You can find very effective and free anti-virus software here:

Download Windows Defender at http://www.microsoft.com

I included anti-spyware because they can hurt you just as much as viruses!
I have seen the light of a 1000 stars,
but none so bright as the light within!
