I live in Oregon and sometimes go to a high end grocery store and get help from their very knowlegeable wine person. It feels awkward when I am walking off. Should I be giving him a tip?

no, a simple "thank you" is good enough...and the next time you're in, compliment them on how much you liked the last wine they recommended or how well it went with your meal!

I doubt that the wine steward at a grocery store, even if it is a high end store, relies on tips as a significant part of his/her income. I suspect that you would be no more expected to tip the wine steward than you would the guy at the checkout counter or the person that puts the groceries in the bag. Of course, you can always ask the store management if you are in doubt.
As a more neutral alternative, you might consider a nice gift around the next gift giving occasion to show him/her that (s)he is appreciated.

When tipping is questionable, ask! Ask the Wine Steward or the manager.
Many people think that talking about tipping with persons concerned is 'unspeakable'. Well, it's not. If you know in advance that it's questionable, call them about their policy on tipping. If it's against the rules of the establishment they'll tell you.

Some stores are very strict about a no-tipping policy. You could always offer the steward and they're trained to refuse it and say it's the store's policy. Otherwise, they'll take it. If they refuse it, just thank them for all the great advice.

I Do not think you have to but it may be a nice thought to be considered. I reckon the maximum I would give a wine steward would probably be £5.00, at minimum probably about £2.00.

I doubt it but the best thing to do is ask the manager if it's appropriate. Some places discourage tipping

If there is a tip jar, than give. But when there is none! just a thank you will do.
