Try to start it in safe mode. Just hit F8 while windows is coming up. Try to do a virus scan after that. You could also try to restore the system state to a previous date (I am assuming that you have windows xp).
If the pc does not boot up at all, then it's maybe that you have a faulty HD or power supply.
If you suspect a faulty HD, then try to connect the HD as salve disk to another computer,

Make sure you internet connection is turned off when the computer is not in use. Get a power bar and turn off the power when you want the computer to stay off.

could be a number of things, when it happened to me, it was because somehow my motherboard got cracked (wouldn't know how that could of happened :P lol)
