pull back to defensive positions with-in the cities expand out slowly from the middle sweeping all homes and searching all people establish a check point to all entering the zone and search everything going in .
THEN continue to expand the zone and allow travel only on public roads and no walking around aimlessly in the country side or face a bullet .
Once the cities are secure then begin a house to house search out side the area .Also there is a test for gun powder residue that should be used on all citizens .
We need to get a handle on the situation because we are not leaving anytime soon .
THIS needs to be a co-ordinated plan to reduce weapons within congested urban areas.
You also restore services as you move out from the middle till eventually everything is restored .
The people within the city all work to help in this project and stay busy .
AS they say idle hands do the devils work is true in this and most situations .
With no direct plan in place to deal with the crime and violence we have chaos in the major cities . Include those people that can be trusted to perform patrol duty around the city day and night looking for obvious criminal activity .
IF everyone is not involved in the crisis then it will never come to and end .

A lot of Americans would answer this by saying "pulling out of the war." I agree with nuclear weapons. If Iran is looking at that option, so should America.

We can start by getting the hell out already. 95% of the fighting in Iraq is sectarian violence, not terrorism. It's all about Sunnis vs Shiites. We have no business there any longer, if in fact we ever did.

Why would anyone in their right mind even suggest "nuclear weapons". Isn't there enough killing going on over there for you people?? How long are we going to remain there?? How many more lives and how many more billions of dollars??

Start by basing its strategy on the current situation, rather than arguing about what happened years ago. That'd be a start.
