Yeah you should. If it only happens after a hard rain there is a problem. Also your dishes and cloths are washed in the same water. Get the landlord out there because they probably don't know this happens and can fix it before it becomes an even bigger problem for them down the road.

Sounds like the well isn't deep enough. We actually have the same problem at ours and we rent. However when growing up where I lived we had a well. Found the same issue, and we ended up having to have it dug deeper down in. I'm not exactly sure how it all works to have it go deeper, but apparently there is some way they work it. If I remember right, there also has to be some kind of cap basically covering it.
For baths, its not that great of an idea, since the dirt collects, but you can have a filter on a shower head instead, which will be better. And definatly use a filter on your drinking water. If you notice smells however, don't drink it. Buy your drinking water. For other things, or if you really can't afford to buy it...boil your water. For a large pot of water it needs to boil about 10 - 12 minutes. Any longer and it would be pointless since the water just boils out and you loose it. Plus you can actually create 'hard' water that way as well. If you are moving soon, don't worry too much about the issue, as its hopefully only a temporary problem.

Nope you fine thats just the force of the rain mixing up the ground dirt. If you are worried take a sample let it settle and you will see its just grime falling to the bottom
If your really worried get it checked at your local lab faecal coliforms are your only real worry.
Most of the time you are going to be boiling it before use anyway and it you are using it for drinking just do the let it settle thing and pour off the top for drinking

Get it tested or, if money permits, drill a deeper well. This sounds to me like quite a shallow well which would be susceptible to pollution from runoff.
