While I have not heard it referred to as a 'french basement', I wonder if the term you are using is referring to a 'french drain' in a basement? I have one, and that is the only reference I am finding when I do a search on-line, as well. This is a particular type of drainage system used in a basement to keep it from flooding or getting damp.

From a website on French Drains:

"The inside foundation is dug to the footings, and drainage pipes installed, which generally run to a sump and is pumped from the structure by a sump pump."

OK a french basement is also call french drain witch is a in-ground trench that captures groundwater.

It protect water to get in to your BASEMENT.
