10-day program. No "s" because it's an adjective here ;-)
Just like in 5-star hotel.

Neither. There is no special term for it, so you just call it a program that will be started in 10 days, or "the coming program," "the new program," "that wonderful program I've been telling you about," or "the rezamph program" or something like that.

I care more about how long is this "program" which is to start in 10 days.
E.G., the 3 day program will start in 10 days.
