Personally, I think they are nust not bright enough to notice, but I would like other people's opinions.

They've hit 'caps lock' and don't notice or don't know how to turn it off! Either that or they are loud annoying people who don't know that they are!

I think it depends on what they are saying. Writing in all caps is supposed to mean that they are yelling or excited. Some people might use all caps to get they answer noticed within a crowd. Though is might seem like a good idea, it doesn't really work.

That's easy: because it's more easily seen.
Same reason why everyone shouts on the market and same reason why there's too much sugar in all soda on the market (despite of being unhealthy).
Comes with the good things from Capitalism.

Because they are lazy or stupid. I too don't like that. And the ones that type in all lowercase. No puncuation, etc... gets to me.
