Graphic designers are artistic individuals and when it comes to technology and user usablitity they don't understand much so it's purely on the developer to implement functionalities from human point to technology and their rates varies based on their experiences, preferable ask freelance graphic designers for their portfolio and from there you can see their work and skills.

When you ask a technical question there are always at least two answers.

The Marketing answer and the real answer.
