Graphic designers are artistic individuals and when it comes to technology and user usablitity they don't understand much so it's purely on the developer to implement functionalities from human point to technology and their rates varies based on their experiences, preferable ask freelance graphic designers for their portfolio and from there you can see their work and skills.

Most designers don't know anything about HTML. They just know how to use Macromedia & make graphics using their gay Macs.
