Be prepared to move to a city where jobs are available. Otherwise, be willing to take any job with a broadcaster or TV production facility and work toward the position you want. There are lots of communications graduates, so you have lots of competition. Therefore, it makes the most sense to be flexible about where you work and what work you do. Also, don't rule out corporate or educational TV facilities. Pay is particularly good in corporate TV and benefits are excellent at ecucational facilities.
