Cotton swabs have many uses, like for applying makeup, medicines, paint. Cleaning in small crevices, like around your faucets. There are lots more. But one of the main ones I have seen is to clean the ears. Doctors say you should not put them into the ear, but you can use them to clean the outer parts of your ear and the outer edge of the opening. I think they say this to not be held liable if you stick it in too deep and hurt yourself.

Which moron said that? The cotton buds are safe to clean the ears and even ear canals, unless you poke them right into the depth.
