Actually, it is absolutely and certainly the UVULA, not the epiglottis. See many of the online encyclopaedia, including wikipedia.

The wiggly bit, as you elegantly put it, is the UVULA. On the sides of the throat are the tonsils. Down the throat, below where can be normally seen is the epiglottis.

Uvula - small fleshy flap of tissue that hangs in the back of the throat and is an extension of the soft palate.
Epiglottis - a thin cartilaginous flap that covers the entrance to the larynx during swallowing, preventing food from entering the trachea.
Tonsil - either of two small masses of lymphatic tissue situated one on each side of the back of the mouth.

It is the Uvula. (Pronounced u-vol-er)
Being a dentist see a lot of thess everyday. It has no function at all, it it an embroylogical struction that forms during the closure of your palate at around 12 weeks in utero. It contains a small amount of lymphoid tissue (to fight infection) but has no function.
In some patients (i have probably seen about 10 in my career, it becomes bifid (i.e splits into two and you have two uvula's) and looks like a pair of cherries!!
