i need to install a new thermostat for base board heating this a water system

Generally eye level, on an inside wall out of direct sunlight.

thermostats are 5' off the floor

put it up to where the bottom of the thermostat is 58in from the floor. this will give you good results

I don't know if there is a requirement but mine are 50" from the floor.
