I had never heard of it before, but it seems to be connected to the length of shorts and skirts. I think it means that the shorts and skirts have to be as long as the end of your fingertips when you put your hands at your sides.

Your shorts or skirt have to be as long as or longer than your fingertips when you put your arms at your sides or else it's considered too short to wear to school.
