It is not possible to run for the office of Vice President separately like someone would run for the Presidency or someone would run for the U.S. House of Representatives or the U.S. Senate.
The candidate for Vice President is picked either by the President when the party convention is held or sometimes the party picks the candidate for Vice President. In the case of John F. Kennedy and Lyndon B. Johnson--Kennedy picked Johnson to be his running mate. Sometimes though, the winning candidate allows the Democratic Party Convention delegates or the Republican Party delegates to pick his running mate for him. This is why we have Bush and Cheney.

The people of the USA does not have anything to do with electing a Vice-President, that is up to the president to
select a running mate.
