Yes - you can take a long walk on a short pier, just walk in a circle within the area of the pier, you could walk miles like this in a very small area - though if the circle is too tight you might get dizzy!

take a walk to the watery end then walk back to the shore end then walk back down the end again,
repeat this process until you feel you have walked a sufficient distance
then you will have taken a long walk ON a short pier
if however you are actually asking "can i take a long walk OFF a short pier?"

'long walk' can refer to time as well as distance. Usualy it refers to the both of them, as if you take a long distance walk, you are likely to be gone a long time. In my option it is possible to have a long walk on a short pier as it could only be referring to the time and not the distance (unless you lived miles away from the pier in the first place then it is not only a loooonnng walk, but a random one as well).

I think the phrase dates back to pirate times where wrong doers would have to walk the plank. the long walk meaning that (as your not too keen on jumping into the sea) would take you a long time as you walk to the edge.
so really depends on the meaning of a long walk... disance or time
