How's this. The density if the hay is less than the metal, so the buoyancy created by the displacement of the volume of air would make the hay WEIGH fractionally less, but the MASS would stay the same.

They weigh the same, although hay would take up a greater volume. If however you had asked about a pound of hay or a pound of gold, the answer would have been hay as gold is measured in Troy weights which are less than normal imperial (avoirdupois) weights.
