Mental Telepathy is something that has intrigued mankind for years, how else can you explain birds in flight formations? Or explain how dogs can communicate with their owners besides barks and obedience? So it was rumored that the government took an interest in such during the sixties and seventies. I think it may have been that research for movies were being done and people with over active imaginations added their own conclusions together to come up with the government involvement, however there were some interesting movies made on the subject and a whole lot of science fiction books about its use.
