Actually, they have now proven that bald eagles are only mostly monogomous. Once one in the pair dies, it does happen that the living mate will try to mate with another bird. As for the reason why... perhaps they do it for the same reason we do- their society demands it.

They or their ancestors may have choosen different paths at different places, but in US they succeeded in living, breeding and getting food by being monogamous.
