The most simple way is to install a good antivirus or an internet firewall.
or else
you can even try IE settings and block those sites that really haunt you regularly but this is very tedious.
Try the first one and make sure the settings of the Anti Virus is OK. Also to block up pop-ups they are fine.

Check for spyware. Run both Ad-aware (http://www.lavasoftusa.com/software/adaware/) and Skybot (http://www.safer-networking.org/) to remove any spyware. Run both as one may caught something the other missing. Then go to microsoft.com and download Defender to protect against future infections.

You could use a popup blocker. Google and yahoo toolbars come with popup blockers. Very useful...
