before defragging your hardrive, you must have all running programs, including background programs like your screensave, antivirus, etc etc turned off. If you don't know how many of these programs your computer has up and running, do your defragging from Safe Mode, does the same job, but only the essential programs are running ... hope this helps you.

Do you have anything running while doing the defrag? Because it can't complete the operation if there are open files or active programs. It seems like it would go higher than 1%, though.

You can not defrag if programs are running that are changing memory contents (like a web browser does). As soon as it sees memory changes the defragger starts over. That sound like your problem. Cure it by shutting off all other programs while defragging.

Whats causing your problem is your anit-virus software. It re-writes onto the hard-drive every 30 seconds or so, causeing your defrag to re-start....simply turn that off, or place the computer in safe mode and defrag it.

They are correct telling you to make sure no other programs running. You can do one other thing a ckddisk. (checkdisk) Sometimes it won't de-frag if bad files this will fix them. (note check fix errors)

disconnect the internet.
turn off all timed programs like antivirus sweeps.
turn off any other automatic updates like clock, etc.
this should do it.
if not, check other programs running and turn them off until it works.
