What is a prophet? A prophet is a person chosen by God. It is a pattern that God has followed from the beginning:

1.God chooses a servant
2.He reveals his Plan of Salvation to the servant
3.The servant is commanded to tell others of this plan.

So, in reality, all prophets (if they are true prophets) know Him face to face. In this case, as it was recorded by Moses, the prophet referred to is Moses.
